Secretary of State Robin Carnahan cannot talk the Governor’s Commission on State Government Reorganization out of taking one of her major services away from her office. The Commission suggests the Governor shift securities regulation to a new state agency that also would include insurance regulation. Carnahan says that won’t solve problems that need to be solved. Governor Matt Blunt says he has not made up his mind to do that. He says he’ll thoroughly review the Commission recommendations.
