He was a former mayor of Jefferson City who stepped down to become lieutenant governor of the state. Then he became governor. During his administration a number of modern steps were taken within state government. It is said that James T. Blair wore no man’s collar but his own. He might be best remembered because he refused to live in the executive mansion, bluntly calling it worm-eaten, rat-infested, and a legislative problem. He was right.
