Kansas City was being challenged by St. Joseph, Missouri, and Leavenworth, Kansas, to determine which would become the great commercial metropolis of the far west. Kansas City civic leaders needed to take decisive action to make their community the great commercial hub they dreamed of. One of the strongest steps was taken by a newspaper publisher who tried to split Kansas City away from Missouri entirely and put it in Kansas.
