Missouri has had some chief executives of less than glittering quality. Some have been drunkards. Some have been carousers. Some have been incompetent. But none can match the record of our first Territorial Governor, James Wilkinson, who was at various times a spy for the Spanish government, and a high ranking officer in the United States Army. Historian Duane Meyer calls Wilkinson a grafter, conniver, and traitor.
