Governor Matt Blunt is running into some of the same budget problems his predecessor faced and is withholding money from education. The Governor is withholding $100-Million in monthly payments to the state’s major universities because of cash flow problems. He is afraid the state won’t have enough money to pay tax refunds if the universities get their scheduled payments. The Governor says the universities will get their money in June.
