Missouri’s provisional balloting law has been upheld by a federal judge. He says ballots cannot be counted if somebody votes in the wrong polling place after being told where their proper voting place is. The Missouri Democratic Party and three Kansas Citians had challenged the law, saying the state law disagrees with federal law.
