State election officials say two constitutional amendments and several contentious primary races, including the gubernatorial battle for Democrats, set the stage for a record turnout for a primary with more than 42 percent turnout. Betsy Byers, Co-director of Elections in the Secretary of State’s office, says while there won’t be the multiple races for the different parties in all of the statewide offices, she still expects November to have a big turnout. Byers says this past primary was a good test of recent election reforms passed.
