Governor Bob Holden has ordered all flags at state facilities to be flown at half-staff from Wednesday through Thursday in honor of former Senator Harry Wiggins of Kansas City, who died of cancer on Saturday. Funeral services are scheduled for Thursday, in Kansas City, for Wiggins, who served 28 years in the Legislature. The flags will return to full staff on Friday.
