The people behind the casino petition for Rockaway Beach have spent more money on a ballot issue than anybody else in state political history. Campaign spending reports show supporters of a casino nearing the $12-Million mark. Casino interests spent about $11-Million in 1994 to convince Missourians to allow casino gambling in the first place. One person has given almsot that much for this campaign – Springfield businessman Robert Low, who wants to develop the casino.
