The state Ethics Commission has dismissed separate campaign finance complaints filed by the two main Democratic gubernatorial rivals, challenger State Auditor Claire McCaskill and incumbent Governor Bob Holden. The McCaskill campaign charged Holden was hiding the identity of some of his contributors. The Holden camp said money McCaskill loaned to her own campaign should be counted as contributions subject to limits in this state. The Ethics Commission ruled a candidate can loan an unlimited amount to his or her own campaign. It also ruled Holden acted within the law to have a committee donate to his campaign at a higher donation limit level.
