First degree murder charges have been filed against a former Columbia police officer after he allegedly slit the throat of a 23-year-old University of Missouri student from Kentucky. According to a probable cause statement, authorities believe Steven Rios had a homosexual relationship with Jesse Valencia and killed the history major when he threatened to expose the affair to Columbia Police Chief Randy Boehm. Rios has been denied bond and is being held at the State Mental Hospital in Fulton after threatening to kill himself last month.
