For hours, Senate Democratic Leader Ken Jacob of Columbia has successfully stalled proceedings by filibustering, but majority Republicans have executed a rarely used maneuver, “Moving the Previous Question,” to end the filibuster and force a vote on litigation reform which has now passed and is being sent to Governor Holden. While “Moving the Previous Question” –PQ’ing, as it’s called– is done regularly in the House, this is only the fifth time it’s been used in the history of the state senate.
