One of the most contentious issues debated at the Capitol the last couple of sessions moves back to the Senate after the House approves of changes to a litigation reform bill. Democrats rail against the solution to rising medical malpractice insurance rates proposed by Republicans. The top Democrat in the House, Rick Johnson of High Ridge, questions the motivation of Republicans who hammered out the House-Senate compromise. Democrats also question whether Republicans want to pass a bill Governor Bob Holden will sign, suggesting they instead want the Governor to veto it so it can be a campaign issue in the gubernatorial race. Republican Mark Wright of Springfield counters by pointing out Holden has used the veto to raise money from trial attornies. Republicans use their majority status in the House to move to the bill onto the Senate, where more heated debate is expected.
