Timing seems to be in the eye of the beholder, at least as far as the timing of budget work at the State Capitol is concerned. Senate Appropriations Committee Chairman John Russell of Lebanon wants the House to end the delay on the budget. He wants it sent over no later than the April 9th or 10th. That isn’t getting House Budget Committee Chairman Carl Bearden of St. Charles to move any faster. He wants to wait until April 15th to see how much the state has to pay in income tax refunds, fully understanding the Senate wants the budget before then. House Speaker Catherine Hanaway of Warson Woods sees no pending crisis and sees nothing prohibiting work being done on the budget. Traditionally, the House approves its version of the budget before Spring break. That would have been two weeks ago.
