A lawsuit has been filed in Moniteau County Circuit Court, challenging the issuance of the state’s first permit to carry a conceled weapon. The permit was given to State Representative Larry Crawford of California, the author of the gun legislation. The suit contends the sheriff who issued the permit did so in violation of the Hancock Amendment, under which unfunded state mandates to counties are illegal. The plaintiff is Robert N. Barry, who is identified as a resident and taxpayer of the county. It was filed by the lawyers who argued the conceal and carry case before the State Supreme Court.
