Tort reform now moves to the Senate. The House has given final approval to a bill it debated most of this week. The bill puts tighter caps on non-economic awards in medical malpractice cases, restricts where those cases can be heard and attempts to reduce frivolous lawsuits. Supporters contend it will bring down medical malpractice insurance rates. Opponents say it will do nothing to help doctors attempting to cope with those costs.
