School districts looking for ways to raise money in tough times see a proposal before a House committee as a strong possibility. The proposal would allow localvoters to enact an income tax surcharge or a sales tax, or combination of the two, for three years to raise extra revenue. Springfield School Superintendent Jack Ernst acknowledges the proposal won’t help all school districts, but it would give hope to some. Ernst says state funding has decreased the past couple of years and the traditional property tax base has eroded with the granting of abatements to lure development to Springfield.
