The state is suing the Secretary of Health and Human Services, Tommy Thompson for $16-Million. The Department of Social Services wants the money under an agreement it thinks it has with Thompson’s Department to provide services to children through the Social Security Act. The state says it is due $16-Million for services by juvenile officers. But a federal appeals board has refused the claim. It says the Department does not supervise those court employees, and therefore cannot be paid for their work.
