A St. Louis woman whose son fell 11 stories to his death from a public housing building has won an $18-Million judgment against the city housing authority and its management company. $16-Million of the amount are for punitive damages. The woman, Carla Hill, says she had asked that a guard device be installed on her widows. Testimony showed her request had been put on a back burner. But ten days after her son’s death, the guards were ordered installed on all windows higher than the second floor.
