Opponents say a proposal before the Legislature would keep citizens from appealing Natural Resources Department permits and would put more roadblocks in the way of the department’s efforts to control harmful environmental situations. A bill before a Senate committee says DNR could not issue new regulations until it had created risk assessment and cost-benefit analysis statements. Lobbyist Josh Campbell with the environmental group “Missouri Votes Conservation” says the proposal puts too many hurdles in the way of the department. More hearings will be held on the bill Thursday morning at the Capitol.
