Another delay by the Army Corps of Engineers in issuing its new manual on the Missouri River. Apparently, the White House has become more involved in how the Corpsdecides whether it will change its management of the Missouri, a highly controversial issue. The Corps’ Master Manual dictates how much water flows from the six upstream reservoirs into the Missouri River. The issue generally pits the navigational interests of downstream states, such as Missouri, against the recreational interests of upstream states. It also generates great interests among environmentalists who claim efforts to make the Missouri River better for navigation endangers wildlife.
