A plan to put more money into a program to help poor people pay their utility bills has been turned aside in the Senate because most Senators think the paying customer should get the money first. Senator Mary Bland’s proposal would have prohibited any utility overcharge payments from going to anyone whose income is double the poverty level. Most Senators say all of the people who paid the overcharges should get their money back.
