Keeping newborns out of dumpsters and giving them a chance for a loving family life is the goal of a proposed law moving toward passage in the Legislature. The proposal lets a parent abandon a child younger than five days old andnot be prosecuted if the child is abandoned in the custody of certain people. Senate sponsor Michael Gibbons says the bill gives a safe alternative to the parent who might consider leaving the child in a dumpster. The Senate has approved the bill. House approval sends it to the Governor.
