State lawmakers believe there is a loophole in the state’s laws protecting children and are moving to close it. Representative Philip Willoughby of Gladstone sponsors a measure that would make it a crime to entice a child into an enclosed area. Willoughby says the effort stems from an incident in Kansas City in which the driver of an ice cream truck enticed a child into his truck. A neighbor rescued the child, but because the man did no physical harm to the child he couldn’t be charged with a crime.
