Horse racing has surfaced as a big issue as the legislature enters the last month of the session. The House has passed a horse racing bill with the barest of majorities and sent it to the Senate. Lake St. Louis Representative Jon Dolan argues the bill is more economic development than gambling and says it takes the right tact toward horse racing. Critics, though, counter that it is a gambling measure. One says the bill would expand land-based casinos more than ever imagined in Missouri. Supporters say a thriving horse racing industry would generate $12-Million and an amendment would divert that money to education.
