Governor Bob Holden has outlined some of his legislative proposals for improving security in the state in the wake of last year’s terrorist attacks. Among the proposals: the Governor wants tougher laws to penalize gasoline sellers that price gouge to profit from a national emergency; He wants to close a legal loophole to ensure that anyone who makes a false terrorist threat is charged with a felony. Under current law, only some hoaxters can be charged with felonies; And, he’ll also request funding from the General Assembly to issue bonds to build a new state health laboratory.
