Utilities have had emergency plans for years for man-made disasters, most recently putting together special plans for any Y2K problems. Now, the Public Service Commission says it’s time to prepare for terrorists. The Director of The Utility Operations Division of the PSC, Wess Henderson, says the plans should cover more than danger or damage to physical facilities. The PSC also wants plans in place to restore service in an area where terrorists might take out a unit. Municipal utilities and Rural Electric Cooperatives are not under PSC regulation. Still, Henderson hopes they, too, are making contingency plans for terrorist attacks.
