A proposal by Senator Jean Carnahan to aid airline workers has failed to gather enough support to be attached to the Airline Security Bill. The $1.9-billion proposal would have given laid-off workers income support, job training, and health care benefits. A majority of Senators support the measure, but the number is not enough to move it on to a vote. Opponents say the package did not belong in a security bill, but Carnahan is promising to keep the issue alive.
