St. Louis Congressman Richard Gephardt praises the Congressional Black Caucus during a speech before the group as the new Congress begins work in Washington. Gephardt tells members of the group they, in many ways, have become the conscience of the country and Congress. Gephardt, who is the leading Democrat in the US House, says there are many issues before Congress this year, but the most important is electoral reform. Many black leaders claim minorities were disenfranchised during the presidential election problems in Florida.
