The nurse practitioner who served as President Clinton’s warm up act in Columbia yesterday says he’s seen too many people suffer and die because their HMO didn’t allow them to have proper treatment. Doug Bouldin of Troy told President Clinton he was on the right track with his proposed patients’ bill of rights. Bouldin criticized a plan favored by republicans in the Senate. Among other things, he says, it limits access to specialists. And Bouldin says the republican bill does not seem to require HMOs to make sure there’s an adequate supply of specialists in geographic areas.
