Representative Vicky Riback-Wilson of Columbia succeeds in grafting her Family and Community Trust bill onto another during House floor debate. Governor Carnahan created the trust by executive order. Riback-Wilson wants to make it state law. Representative Quincy Troupe of St. Louis wants more accountability. The trust funds the Caring Communities and Community Partnerships programs; public-private partnerships to help poor families and their children. Caring Communities alone gets about $25-Million a year.
