Congress fails once again to send a constitutional amendment to the states which would ban desecration of the American flag. During floor debate, Senator Bond notes the widespread support for the measure, especially among veterans. He and Senator Ashcroft both voted for the measure, which failed to receive the 67 votes needed to send the amendment to the states for ratification. The House earlier approved the amendment by the two-thirds supermajority. The Senate vote was 63-37.
